ACK3 collaborated in the International Forum “The Current State of Jihadist Terrorism: Risks and Threats”, held at Nebrija University together with CISEG, as the sole sponsor and strategic partner.
Madrid, Spain — Over two days, on October 30 and 31, Nebrija University and the Global Intelligence and Security Community (CISEG) held the International Forum “The Current State of Jihadist Terrorism: Risks and Threats,” an event that brought together more than one hundred experts in radicalization, intelligence, and public–private cooperation.
ACK3, as an international consultancy specializing in risk management and economic intelligence, participated as the main sponsor and strategic partner, reinforcing its commitment to education, applied research, and the development of preventive models against extremism.
The forum addressed the challenges of contemporary radicalization, highlighting a growing trend: the rejuvenation of the jihadist profile in Spain, where young people aged 18 to 24 of Spanish nationality constitute the group most exposed to digital recruitment processes.
Among the participants were academics, criminologists, members of law enforcement agencies, judges from the National Court, and institutional representatives. The event also featured the presentation of the Victoria Consensus, a pioneering protocol for the healthcare management of intentional mass-casualty incidents, developed by the EDUKA Chair.

The speakers warned about the rise in digital radicalization processes, particularly among young people who gain early access to social media, online forums, and video games. The figures show a decrease in the average age and an increase in the number of Spanish citizens involved in investigations related to jihadist terrorism. The current phenomenon—more decentralized, technological, and solitary—poses new identification challenges, where artificial intelligence and human analysts must work in close coordination.
The Role of ACK3: Public–Private Cooperation and a Comprehensive Approach
The ACK3 model, presented at the forum, is built upon three operational pillars:
- Human Intelligence (Social HUMINT): listening, understanding, and identifying positive leaders.
- Inteligencia digital (SOC + IA): detección temprana y análisis semántico de riesgos en entornos digitales.
- Community Resilience: restoring purpose, education, and a sense of belonging.
ACK3 advocates a vision in which prevention is not censorship but understanding, promoting cooperation between the State, the private sector, and civil society. The firm develops reintegration programs and training in critical thinking, emotional intelligence, and ethical leadership, aimed at transforming vulnerability into social strength. In his address, Jorge Quintana, CEO of ACK3, emphasized that “deradicalization begins with understanding” and that “intelligence can also heal,” a core idea in the consultancy’s preventive model.

Quintana emphasized that effective prevention requires addressing the emotional, social, informational, and institutional gaps that fuel extremism.
“We have seen fear and fanaticism, but also the capacity to return. Deradicalization is not about erasing ideas — it’s about restoring freedom. ”
The forum also featured the presentation of NEXO Transmil, an initiative led by ACK3 to rebuild purpose and belonging among youth, veterans, and at-risk communities, transforming the experience of service into social leadership.
“Understanding people is the best way to prevent extremism. NEXO connects talent with purpose. ,” Quintana stated.

Tribute to Ignacio Echeverría and the Victims of Terrorism
The forum also paid tribute to Ignacio Echeverría, known as “the Skateboard Hero,” who was killed in the 2017 London attacks. His father, Joaquín Echeverría, took part in the panel dedicated to the victims of terrorism, recalling his son’s bravery and humanity as a symbol of solidarity and civic commitment in the face of fanaticism. Nebrija University, CISEG, and ACK3 honored his legacy with a heartfelt tribute.
